Thanks to all who reviewed the first edition of the Fish Contamination Education Collaborative (FCEC) eNewsletter. Much has happened since our last publication in August 2008: several programs are underway, we are welcoming new faces and even met in September for our sixth Strategic Planning session.
In this edition of the newsletter, we introduce the EPA Palos Verdes Shelf Institutional Controls Program team to you. It has been my privilege to have an opportunity to work and interact with many of you on the Palos Verdes Shelf project, but there are more EPA staff who play fundamental roles in carrying out this complex project. They are extraordinary women both in their professional and personal lives.
We also introduce Innovative Technical Solutions, Inc. (ITSI) as the new EPA contractor to provide local technical support for this project.
Another aspect related to the Palos Verdes Shelf work is restoring the natural resources damaged by the DDT and PCB contamination. The National Oceanic and Atmospheric Agency (NOAA) is the lead federal agency responsible for carrying out this facet of the project through the Montrose Settlements Restoration Program (MSRP). This edition includes an update on MSRP’s outreach program.
Since the last newsletter, the outreach and enforcement programs have kicked off with several trainings—the first step towards a successful program implementation. We believe providing a sound foundation in the basic program background, scientific knowledge, process and protocols will continue to ensure the long term success of this program.

We are also expecting to announce the sediment cleanup decision in early 2009. Needless to say, this is a long awaited milestone decision for many stakeholders and other Southern Californians whose lives have been impacted by the local DDT and PCB contamination.
